Badge "Excellent Education".

Does anybody recognize where this badge is from? The seller thinks it may be from one of the Caucasian republics, but there isn't much to go on in terms of identification markers (maybe some symbols). It also looks like mid-1970s-80s production be cause of the stamped base.

Any thoughts would be appreciated.:)
