Badge "Excellent Technical-Professional Education".

This one also just arrived. It is about 50 percent larger than the normal academy "rhombus" graduation badge and it is for excellence in education in the technical-professional (vo-tech?) field from Moldova SSR. The "RSSM" at the base of the seal threw me.

Not the kind of badge you see very often.
