Latvian BDT 1955 Badge?

Can anyone please tell me anything about this badge. I have assumed this is Latvian because of the source though it could be from any of the Baltic States.

1. What does BDT stand for?

2. Did anything hang from the loops/lugs at the top?

3. What does the text "XXIV ? A" on the reverse mean (I presume the XXIV means 24)?

Hi Simon.

I can't really help much with this one right now because I haven't seen one of these jeton like badges before.
It would seem to have been originaly hung from a chain through the loops and then with the screw at the top.
The thread on the badge may have been added later.
As always if any more info turns up i'll add it here.
