Order Of The Grand Star Of Yugoslavia.
This award was instituted on February, 1, 1954.
It was awarded to dignitaries of foreign states for strengthening of communications with SFRJU. Up to 1985 115 awards had been issued. Pic CO YY) Eddie.

Commanders Cross, Gilded with enamel, the red star has semi-precious stones.

And here's the 2nd class (grand commander) breast star that goes along with the neck badge in post #1. (Neck badge alone for 3rd class (commander) as you mentioned)
