The Medal "75 Years Of Civil Defence" (Медаль «75 лет Гражданской Обороне») was founded by ministerial decree #464 on 24th August 2007. Awarded for merits to civil defence.

I had a "thing" for Russian Federation awards a few years ago. Haven't got the full set by any means but I certainly have a foothold.
There are new Medals coming out constantly so it's very difficult to keep up and often even more difficult to find the official in the unofficial. Plenty more to come.
