Oops :( 17th it is Taal.
In all, 18 congresses were held. The 17th was from 16-20 march 1982. The last, was 24 to 28 feb 1987. The first incidently was held on two separate occassions, on 24th Sept. and then 7th november 1905 (the all russian congress of professionals)
