Commemorative Badge "90 Years Of Kamchatka Militia".

Here is the Commemorative Badge "90 Years Of Kamchatka Militia" (Памятным Знаком «90 Лет Камчатской Милиции») which probably dates from April 2008 (when the main celebrations were held). This is another of the Ministerial Badges that looks very much like a Medal. There may well be certain loopholes that would mean that instituting a "Badge" is easier than a "Medal" although they take on the same shape. The reverse seems to be be based on the Opala volcano.
