Not sure what the literal translation is, but that is the "Земский начальник" badge, which is roughly translated as "land tract superintendent." Here's the (rough) Russian-to-English translation from a forum where I found some additional info:
According to the law of 12 July 1889 ("Regulations on land precinct captains), each county was divided into sections headed by land captains stood. They could only be hereditary noblemen over the age of 25 years, higher education or without it, but then has served at least three years as a conciliator or a permanent member of the Magistrate.
