Here is the EMERCOM "Victory Parade" Medal. Awarded by the Elementary Academy Of Civil Defence.

The reasoning behind the creation of this award is beyond me but in the Russian Federation such "strange" creations are the usual.

This seems to be made by the same "Mint" that made the awards of the Federal Agency Of Physical Culture And Sport and Chief Medical Hospital Of The Federal Security Service (another "institution").
