That if I am not mistaken is a VOHR cap badge on a cap that I have not come across. The maker's badge is certainly Soviet but the colouring for VOHR services should be blue grey, with reed green piping. Normally officers wore a circular cockade on the front of the cap so I am assuming that this is for an NCO or conscript.
When I first started collecting, I bought a M1969 armoured or artillery parade cap and stuck on the crown was one of them badges. It bugged me for a long time as to which service this badge belonged to and eventually a freind told me is was for VOHR.

Vikingraider is correct that it is a VOKhR badge. However, the hat (black with the blue piping) appears to be for miners, mining technicians and mine railways personnel.
So either a case of the wrong badge or perhaps this is what security guards at mine sites wore. Shawn |

No. It is slightly similar though. Yugoslav badges are either plain stars or stars with a sort of techno-wreathing not crossed rifle like this. The Yugo cap badges are also quite thick and not stamped brass like this one.

I think understand what Bone means: the badge furiously looks like the yougoslav order of partisan star 3rd class...

Charlet,
actually, Yugoslavian cap badges as Olitchinik said are enamelled red stars made from brass which look quite similar (only larger) than the VOHR badges and without the crossed rifles. :)
