This medal was instituted on November 22nd, 1983 by the State Council.
It was awarded to Polish citizens who supported the communists in the "struggle against the reaction underground", mainly to soldiers of the People's Army, People's Militia, political police and communist party members. This medal could also be awarded posthumously.
It is a silver medal 38mm in diameter. The obverse has a non-crowned eagle on two crossed laurel sprays and a horizontal band, this represents the heading of the Manifest of the Polish Committee of National Liberation which proclaimed people's rule in Poland in 1944. This is superimposed on a down pointing vertical sword. Below is the inscription MANIFEST PKWN / 1944 (Manifest of the Polish Committee of National Liberation, 1944). On the reverse is a gothic shield with a map of Poland and letters PRL inside, circumscribed with the wording UCZESTNIKOM WALK W OBRONIE WLADZY LUDOWEJ (to participants of the struggle in defense of people's rule).
