That would pretty much be Generalissimo....the new rank insignia idea though was rejected by Stalin, so although he held the rank, he never had any unique boards to go along with the rank.

I think it was more a position of status rather than numbers. It would have been an army rank, not NKVD, so i doubt Beria. Perhaps he would have been in charge of all units in the Moscow area, but based in the Kremlin, and called commander of the Kremlin. Also, who know how far the idea went; the only info I have on it is wrttien on the museum tag; wish i knew more.
