Estonian “Druzhinnik” Voluntary Police Badge

A badge and document for an Estonian "Malevlane" (Druzhinnik), or militia helper/assistant/auxiliary. The document dates 1969 with the number 3040. The badge, which is well made of brass and hot enamel with screw back, is numbered 14642. I have never seen an instance of the document number matching the badge number. I've obscured both the photo and the name as the guy seems young and is probably still with us.

Looks like the Estonians use the Bulgarian school when it comes to serial numbering.

It seems rather strange that these Badges were ever serial numbered as they're not in most places (within and beyond the USSR).

Yes, it's kinda weird. There's probably some paperwork somewhere that will attest to a certain numbered badge being issued with a certain numbered certificate- who knows? As I have yet to acquire one I don't know for sure, but the Latvian version of this badge may also be numbered. If so, the Estonian and Latvian are about it as far as numbering is concerned.
