Order Of The Academy Of The Protection Of Law And Order.

Here is an interesting piece I have never seen before, which is sold as a copy of an Order of Kuznetsov 2nd class... :D

I could have put this post in the "eBay jokes" thread, but perhaps is it a genuine piece of an award from a academy, or something like that. On the reverse, it is specified that it is an order from an academy for security, but I don't know the last word.

Has anybody seen a piece like this? any references?
