What kind of cupon is this? Whoe got this and why?

It says an award recipient would receive the money, referencing the order's booklet or certificate.

I've only seen the red covered coupon booklets depicted in the Comprehensive Guide to Soviet Orders and Medals. I've never seen one of these. Good question.

This Kupon is for 10 Kopeks! I wonder why they would give this so small amount in the 1960s or later when they were giving anywhere from 5-25 or more roubles per months in the 1940s.

Tal, at the bottom of the coupon, I can read that they speak about the decree that ended in 1947 (or was reformed) and also there is another date of 1961. So, logically, the kupon would date of post 1961 and would not be part of a coupon book.
