The 10th Guards Army was formed from the 30th Army (NKVD troops) in April 1943. It fought at Roslavl and Smolensk in Aug and Sep 1943 and then on the 2nd Baltic Front from Jan 1944. Then Belorussia in June and Opochka in July. From October 1944 until May 1945 it was involved in the reduction of the Courland pocket. It ended up in SW Leningrad MD in 1946.

This suggests that it missed most of the battles that lead to the awarding of campaign medals.

Yes. The suspension must have been converted after June 1943.
