The Chest Badge "Excellent Militia" (Нагрудный Знак «Отличник Милиции») was founded 14th June 2000 by ministerial decree #633. Awarded for excellence in service of at least 3 years.

P.S. What the heck? Did you meet a RF badge smuggler receintly? All of these MVD and other badges are very tough to find and typically expensive.;)
