Short, concrete description of his feat of arms or accomplishments:

During the entire war comrade S.I. Shved served on the Navy tugboat Delfin as its senior assistant captain. In June 1943 he became the tugboat’s captain. The tugboat Delfin towed away hundreds of barges and with a fuel tank for the front on board, it was subjected to numerous enemy attacks under arduous wartime conditions. Comrade Shved guided his tugboat during attacks by enemy aircraft, submarines, and motor torpedo boats, as well as during exceptional artillery shelling on Myskhako near Malaya Zemlya. Thanks to the captain’s utmost care, the old tugboat did a superb job.

When Red Army units left the city of Novorossiysk in September 1942, the tugboat Delfin towed a floating crane, a highly necessary and valuable object for the fleet, out of the harbor under vicious German artillery shelling. Thanks to the tugboat’s entire crew’s selfless efforts, and comrade Shved’s in particular, the tugboat sails without accidents while providing assistance to the front.

I consider comrade Shved worthy of the aforementioned award.
