Here is a Type 1 1st Class.
Awarded to Zija Mahmuti on 11th April 1994 by Decree #811. "Served in Albanian Schools in northern and Eastern Albania outside the political borders, of 1913, of the Albania State." This was not just for teaching outside of the political borders as the original decree has the following extension "during the years of 1941-1944". Mahmuti is the 286th of 287 Teachers awarded for their activity in "Greater Albania" (which is now the Republic Of Kosovo).

Here is another First Class, this one being the later Type 2, awarded by the same Decree to Antoneta Lako, a female teacher.
Lako was also awarded the Presidential Medal Of Merits on 7th March 2013 by President Atifete Jahjaga of Kosovo.

I believe it was gradual between 1992 and 1998. I have all of the decrees stored away on a server, but it is currently being serviced.
The Albanian governmental sites are not only temperamental but subject to change. They're not the only ones. It's always best to save as much information as you can when you have the chance and then share it independently as publicly as possible, so it is never obscured again.
