Courier service/special communications cap?

This dark blue cap was a part of a larger headwear lot I purchesed last year.
It seems to be a visor cap for the courrier service.
The only information I have found are here:
http://www.vedomstva-uniforma.ru/mun...vaz/index.html
indicating it's Latvian "special communications"
and here:
http://undertheredstar.com/Communications.htm
- I have tried to contact the author but no luck.
The cap itself seems to be some sort of authentic soviet-made visor cap from 1970. It has standard Army buttons.
Any thoughts?

Re: Courier service/special communications cap?

It seems to be an original 1949 (introduced) cockade of the Department Of Special Communications Under The Soviet Of Ministers Of The Latvian SSR - nothing to do with NKVD nor junior to it - directly under the ministers.

As for the cap? Somehow I doubt such a small department was making its own caps so they used an ample supply.

But the articleindicates that there should be also the star cocageon the cap'scrown. Also, it suggests that the cap should have black band. I know that it was quite common that non-military caps had different colours than they should, but still I have some doubts about the cap.

Re: Courier service/special communications cap?

The cap is "questionable" but not flat out wrong.

A strong source and provenance would make it less questionable, as usual.
