Here is the Medal "For Combat Merits" #16257.

Awarded to Captain Vasilij Timofeevich Novikov.

Decree Of The Presidium Of The Supreme Soviet Of The USSR on awarding Orders and Medals of the USSR to the commanders and soldiers staff of the Red Army.

For the exemplary fulfilment of the combat tasks of the Command on the front of the struggle against the Finnish White Guards and for showing during that valour and bravery awards;

Unfortunately no more information is available on Novikov at the moment. He is not listed on "the site" at all, although there is a Novikov on the Memorial site serving with the 22nd Tank Division that would fit. The 22nd Tank Division were wiped out in the first week of the Great Patriotic War.
