It makes sense that a jubilee medal would incorporate images and closely resemble an official piece.

I stand corrected, the 2 you are referring to are indeed the same design.

I am reading a book about SMERSH now (though I'm not at home to give the author's name) and the chapter I am in has all sorts of tables and other info about the OO's since their inception in 1920-22 (as the precursor of the First Chief Directorate of the KGB). I'll get what I can for you as soon as I can - just remind me with a PM and/or email.

I also recall there being "OO" under the 3rd Chief Directorate (Military Counter-Intel). It is also interesting to note the dates on the "OO" badge (1918-1978).

Yes, according to the book, the OOs started and remained exclusively military intelligence even when incorporated into the KGB's First Chief Directorate ("PGU"). The current SVR jubilee emblem has "90 years of INO-PGU-FCD" written on it. Since I'm not sure when that was adopted, I can't pin down exactly what year they are claiming foreign intelligence (via the military) but 1918 sounds about right logically.
