Here is the Badge "For Contribution To Technical Progress" awarded by the State Committee For Science And Technical Progress.
This is the Type 2 (Gold Colour with clasp). The Type 1 is a blue enamelled pin back (and can be found in the "groups" section).

Awarded to Bojko Jankov Nikolov an employee of the Ministry Of National Defence at the Higher National Military Artillery School "Georgi Dimitrov" in Shumen on 10th April 1980.

Here is an example awarded to Pet'r Stefanov Nikolov by the Ministry Of Agriculture And Food Industry on 30th April 1970.
Strangely Nikolov didn't work for the Ministry but for the Ministry Of Transport in their State Inspectorate Of Freight "Geo Milev" department at Isk'r Railway Station in Sofia.
