I’m shoving the souvenir, produced with Moscow souvenir factory. You can read it as a fake. Yes, you are right. No enamel, different metal and stamp.

Nice homemade badge! Definitely post-WW2. You can tell by the nuclear powered look to the sub design.

I would take an edjucated guess and say post 1979 and possibly authentic.
