Yes, I thought so too. As for the five-sided suspensions, I remember reading about it somewhere.

So of the 12 or so "umalatova" medals that are currently available the 11 or so that are on 5 sided suspensions are just for us Western consumers?

I don't think so. I would guess that medals issued prior to that would still be legal.

I have just recently read about the use of 5-sided suspensions. In Russia, they are now specifically reserved for use on State awards; It seems that even the Ministry of Defense had to get special authorisation to issue their own medals using these suspensions.
Now, that other more or less fly-by-night organizations use them is a breach of the official decree, but then again, the decree applies only to the official State awards, so, if you are not connected with the State and decide to issue your own medals, who's to prevent you to do so on 5-sided suspensions. I simply love Russia :)
