The seller said:

"Soviet 1945 Chief Mountain Demolition Parade Uniform."

What is this uniform?

It is probably "Honorary miner ... ceremonial uniform (instituted in 1947)". Can be found at:

Notice that the drawn picture show a golden sleeve insignia and the photo a blue. Why is that?

Its the parade uniform of a lower ranking miner service officer. Very rare, but also not really in demand.
