A very beautiful tunic. The embroidery reminds me somewhat of mongolian uniforms (with a bit less of straight geometrical shapes though :)).
BTW what does STNG stands for?

This is not uniform really, but rather an award established by decree of Soviet of Ministers of USSR № 3211 on September 10 1947. This tunic was awarded with the title “honorary miner” along with the honorary miner’s badge for “долголетний добросовестный труд и достижение высоких производственных показателей рабочим, горным мастерам, начальникам, механикам подземных участков, их заместителям и помощникам действующих и строящихся угольных (сланцевых ) шахт и горных участков разрезов при стаже на этих работах не менее 15 лет, а рабочим ведущих профессий (горнорабочим очистного забоя, проходчикам, забойщикам, машинистам горных выемочных машин ) — не менее 10 лет и в разрезах при стаже работы не менее 20 лет при условии продолжения работ в шахте или разрезе ко времени награждения.”
This tunic had no headgear or trousers. It’s supposed to be used inside the room only for special occasions, but latter on when new uniforms were introduced for entire mining industry it was used with headgear from that uniform.

A "uniform" as an "award"! Well that certainly brings the order folks and cloth people together for the first time. Thanks for the info.
Translation of above is:
“long-term honest labor and reaching of high production indices to working, mountain masters, to chiefs, to the mechanics of underground sections, to their deputies and to the assistants of the acting and constructed coal (schistose) mines and mountain sections of sections with the period on these works not less than 15 years, and by the worker of the chief professions (by miner of cleared face, to drifters, to coal-hewers, to the machinists of mining excavated machines) - not are less than 10 years, also, in the sections with the length of employment not less than 20 years during the condition of continuing the works in the mine or the section to the time of rewarding.”

So what is the guy to Stalin's left wearing? Sort of a diplomat thing with m35 style sleeve chevrons?

The guy is mining engineer of second rank (Горный инженер второго ранга)
in M47 mining uniform.

I first started this threat a wail ago to find out the significance of the top badge on that particular cap.

i thought for a wail that it was just a weird thing ,, but since we have now seen 2 examples i would still like to ask.

what does the top badge (the rosset) signify?

And how would this go for rarety

The little badge at the top, I was told, was to recognize a master miner. Later it was used more liberally but originally it was an award, like the tunic apparrently. Sorry about the diversion.
As to how rare, I'm not sure. There are at least two, eh?
