Here is a 24th November 1973 issued Committee For Print Under The Ministerial Council Service Card issued to Atanas Antonov Hlebarov, Head Specialist of the Committee For Print. It was issued in conjunction with an "I Office" of the Ministry Of Internal Affairs (Intelligence Office) passport.
There is extremely little information on the "Committee For Print" available. The Committee existed at least between 1971 and 1979 and was responsible for the approval of films, books and other "printed" material.

It would seem his skills were transferable as here is his 23rd April 1986 dated Service Card for the Central Mechanical Engineering Institute, where he was once again a "Head Specialist".
