Here is an example of the "paper" document that really gives nothing away.

Sergeant Ivan Dmitrievich Tkachenko had a rather common name so the story unfortunately stops there.

Here is another paper example that wasn't quite a dead end.

Junior Lieutenant Fedor Makarovich Suborov is most likely this 1910 born Arhangelsk native. Specially as this document was purchased in Arhangelsk.

I was told, unofficially, that the blue covered document and brass ("heavy") badge were for officers, captain and above...but here's such a doc to a starshina /NCO. Thoughts?

I've certainly not seen any official instructions on who got what - it was probably more a logistical issue than anything else. There are piles of documents (of various types) in the collection but I've never really paid any attention to who got which variation. Could it be the more luxurious "hard" documents were distributed to active military units and the basic "soft" ones to the Regional Commissariats?

Maybe one day I'll give them some greater attention.

Here is one of those paper examples to Private Klim Mihajlovich Matjuhov. A little bit of digging shows him as being born in Tbilisi Station, Krasnodar Kraj in 1911.
