Janitor Badge

Hey guy I have this brass piece which I was told was an executioners badge, but I am not sure the guy knew that for sure. It came with the six sided badge. Dose any one have any info on what they are??? As always your help is appreciated.

I've seen that brass badge before. As I recall, it has something to do with the wheat police or something during the time the soviet government graciously collectivised the ussr's farming so as to avert famine and class warfare... ;)

The right badge is ID badge of local outdoor janitor (sanitation worker). The badge has Ukrainian word "JANITOR" on it, so it was issued in Ukrainian SSR in 1930th.
The left badge says "village executioner". This is an ID badge of a person who controlled and supervised the execution of Governmental Decrees in rural area.
