Badge "Excellent Military-Naval Constructor".
This is the modern 1970 issue badge that was a meant to be a reissue of an earlier badge but was rejected.
I am going by Avers 1 description, which says that it made this badge in small numbers and rejected it. Mine matches Avers 1 description. The newer version 1970 The modern version is longer and the older shorter This is the gist of the Russia in my translation: This is a test example and very few were made. After production they did not like the results and stopped it. Collectors who have this badge think its worth a lot but in reality it is worth little as there is no demand for it, as its existence is not generally known.
