Red army insignia on a banner

This picture is from a cover of a book by David M.Glantz.

What I want to know is, what is the insignia of the red army is doing on the upper left side of the banner?

The flag is an M1940 unit flag. They all had the embroidered star in the upper left hand corner of the unit flag. This was done away with in late 1942 and the standards went over to the large star type.
