Pyongyang-Nampho Highway Construction Commemorative Medal.
Here is the Pyongyang-Nampho Highway Construction Commemorative Medal (평양-남포고속도로건설기녕메달). The "Hero Youth Highway" as it is now known was opened in 2000 and this Commemorative Medal dates from 13th September 2000. There are two slight variations of this award which are different in the "pebbling" and have a very slightly different shade. The Medal is constructed from plated aluminium and the design features the "Hero Youth".

Here is the second variation and a comparison. The left part of the 3rd picture is the first variation with the smoother pebbling and the right part is the second variation with a more coarse background. The colour variation is rather noticeable.

As I see it, this is your "type 2" (though the pebbling seems coarser). Am I right?

Definitely looks to be the "coarse" variant.
When I get around to mobilising myself (and I happen to be awake when it is light) there will be another explosion of posts on DPRK awards as the surface is only just starting to be scratched. Items will include hitherto unseen Medals, Badges and new variants and types of many of the previously seen items including even more Guards Badges and maybe a dozen more types/variants of the Order Of The National Flag 3rd Class. It will be a long time before the DPRK awards section even starts to look like it may become comprehensive.
