I also find it interesting that the "letterhead" (if you will) that is used is radically different. In the first two MVD gramotas the illustrations at the bottom of the documents are of a shield not unlike the very early militia symbols/badges. Then, when they have a new МООП that same year, the symbol switches to the more ominous (and ubiquitous) symbol of state security - by way of the old "egg" of the ГПУ и НКВД. I guess that during times of confusion like that of the МООП period, they worked with what they knew. Nice find.:thumbsup Phillip
