Yes it seems to be a civilian award, here are a couple of examples. Although not just for service in Africa more to recognise International achievments

So far, the only two "silver" colored Cuban medals I have seen are this one and the "Combatiente Internacionalista" IInd Class--

I wonder if that implies the C.I. 2nd was for NONcombatant military services?

IS there a pattern here or just random coincidence?

Interesting theory Rick, may well be the case, there is so little info availiable on Cuban awards at the moment. Its hard to find anything really new or useful on the web right now. I for one hope this changes in the near future.

Interesting commtary on who was to be awarded this medal. I have a Hungarian Generals tunic with this award on his ribbon bar. It is in the last place after a Soviet and Czech award. I will have to look on my hard drive and see if I can find apicture of the ribbon bar before digging out the tunic to take a picture of the bar.
