Commemorative Medal "60 Years Of Victory In The Great Patriotic War".
Another jubilee medal/badge - I don't have a better picture. Looks like it came from a veterans association.

It's on a Ukrainian suspension, but if it was an official Ukrainian medal, the inscription would have to be in Ukrainian and it is in Russian. The word for "years" you see on the box, "let" would have to be "rokiv". Again, it may be made in Ukraine or even issued in Ukraine, but it is NOT an official Ukrainian award.

It is yet unestablished as to who awarded this. A lot of people have presumed it is an "Umalatova" but it is unlike any other "Umalatova" and also doesn't have the signature printed on the document.
