looks like signals, but i dont think signals had the wreath.

The wreath reminds me of present day Russian insignia.

My bad. It IS Russian. Transition period to be exact. The buttons on the shoulder boards are soviet. The stars are Russian, not Soviet, Soviet stars have a bullion appearance. And its Russian signal insignia, not Soviet. The soviet version is unwreathed. The Russian version is:
