Badge "Excellent In The Ministry Of Internal Affairs".

The next back from what I have my hands on now is this award badge and document from 1971. According to Greg, the MVR and KDS had been combined by this point (1969) so Major Stefan Ivanov Luzarov (?) who "was awarded the badge of 'MVR Excellence' for impeccable service and highly successful work" could have been anything from a street cop to a spy. However, the uniform suggests to me something along the lines of an investigator for the national police.

On the right hand side of the document is a drawing of the brass and enamel badge pictured below. Since I received this badge with the document, I want to assume they were in fact together. However, I also have an aluminum and paint version and see them often on the auction site. I thought they might be fakes at first, but the quality is rather high for these badges, even with a simple pin-back.

This thread has the perfect title since I have as many questions about the Bulgarian versions of the Soviet Union's MVD and KGB as I do facts or deductions.

For example, the text over the drawing of the badge says (very) roughly: "Outstanding Students of the Ministry of the Interior must represent examples of high discipline, diligence, honesty, courage, resourcefulness and impeccable[ness] [in order] to perform assigned tasks." (Italics added for emphasis.) I'm sure Google and I mistranslated some of this because I would think this is the Bulgarian version of Dzerzhinsky's famous "Good Chekist must be..." quote used on many KGB award documents and "gramotas" so I'm doubting the word "Student" most of all. Again, I would appreciate anyone who knows Bulgarian at all chiming in.:)

Or it could be this one. It is logical to take the position that both this aluminum with probably "cold" enamel badge could co-exist with the badge in Post #1 and #11 since the awarding documents are worded very differently. However, once again, if anyone knows better than this, please let us (me) know since as you can see I am still trying to piece together information about these awards from experience and what others have said - in other words, without published sources that I can cite.;)

This is the Type 1 of the Badge. Hot enamelled and very curved (later types are flat, cold enamelled, pinback or at least one of these options).

In the last few months a large number of these both awarded and unissued have been offered with prices being as low as $1 (undocumented) to $5-6 (documented).

Awarded to Slavka Hristova Videlova on 28th August 1967.
The cover of this document has been changed to "Отличник На МВР" from "Отличник На НО" (National Security).
