I'm guessing the "CT-28" is a museum reference number?

Those early documents are as nice or nicer than the early awards.
There was a lot of thought and effort put into the creation of the award document.

Not at all.

It identifies it as part of the museum's inventory, for asset tracking and possible reporting (InterPol?),
As a museum piece, it will never enter the market. If it does, refer to point #1, and
The original serial number remains, so the historical provenance remains.

It has been the traditional symbol of the Republic since the Romans.

Well, since it´s the first time I see a commonly associated to fascism symbol in a communist government doc, I found it very strange.
BTW, when did this design changed to a less-strange one?

Esteban,

For centuries, the fasces were a symbol of the republican system. They were misused in the 20th century by the various fascist governments, so that today, they are almost always associated with fascism, totally disregarding 2 millennia of history.

1- Recipient awarded the RSFSR Red Banner.

2- Recipient then awarded the USSR Red Banner.

Question: Would (should, could) the second Red Banner have been a "2"?
