Awarded to Petr Vladimirovich Ulisko on 24th February 1945 but not issued until 24th November 1989 - 44 years and 8 months later.

Sapper of the Sapper Platoon - Red Army Soldier Ulisko, Petr Vladimirovich, For that, while he was in battle for the inhabited point, whilst breaking heavily fortified enemy defence, Lopushna 28-01-1945 under heavy enemy mortar-artillery fire made three passages through the wire obstacles, there by ensuring the successful capture of the inhabited point of Lopushna

1926 year of birth, Ukrainian, Non-Partisan, Called to the RKKA by Valjuvaz Regional Military Commissariat, Stalino Oblast 1943. Has not been awarded.

The settlement is probably Łopuszna, east of Nowy Targ (German Neumarkt), southern Poland. Nowy Targ was captured by the Red Army on 29 January 1945, compleately surprising the German troops and forcing them to retreat.
