That can be true - it indeed looks similar. But as a military man shouldn't he have:
a)hidden buttons? b)more "standard" haircut? OK, he served in the back, so maybe he wasn't required to cut his hair, ut how ould he put his cap on anyway? I don't know. It came from Ukraine, but noone knows the story behind that pic. The uniform looks "soviet", and like late 30's (altough undated), so I would guess at that period all the repulican services used all-union uniforms. I may be wrong on that, though. I know that militia and railroads had a cockade in form of a star with different emblems on it before the WW2, but those were smaller than this one. |

As I'm not a coiffeur I couldn't comment on fitting a cap or hat over hair that is ethnically different to my own but if hair followed the same regulations as beards and moustaches he doesn't seem to be doing anything out of line. Who knows? He may have been on his way for a haircut after visiting the portrait studio? With the large variation in ethnics, races and cultures in the Soviet Union things certainly are not always black and white.
Could the uniform in the second picture be of some localised (republic or district) organisation?

I always thought the militarymen (of both NKO and NKVD) wore gimnasterki with hidden buttons and other uniformed services (including those of NKVD that were not "military") wore ones with buttons visible. Now it seems I was wrong. :(
OK, I looked in a book and it seems that in 1929 a gimnasterka with visible buttons was introduced for the RKKA. Before that date and after 1935 they were with the buttons hidden, but to me it seems likely that many officers didn't change the shirt when a new one was introduced - because they didn't want to, because a shirt was unavailable in their size or because older uniform's wearing period had not expired yet. Pre-WWII infanry men
Pre-WWII Photos of infantry personal. Interesting collar badge: two crossed rifle on target background.
