i asked the seller for a explanation on the badges.

#1 he Say's is for police or voxh of an important state object
#2 he doesn't know a thing about
#3 he Say's is for an inspector of small civil fleet ship

i don't have the knowledge to cross refer this

The symbol on #1 is some kind of fortification. It could be for a museum curator, museum security, tour guide or just a private security ompany. To mme it has nothing to do with what we know as VOKhR.

A vendor of these cap badges i Tallen, Estonia describes them as Russian Federation items and identifies them as;
1. Police: Guards of State Property;
2. Police: State Tax Service; and
3. Russian River Fleet: Inspector of Small Ships.

1.Doesn't seam likely, but who knows.
2.Could be - than GNS would be something like Gosudarstviennaya Nalogovaya Sluzhba.
3.also possible.

#2 is 100% early (and rather rare) variant of cocarde of GNS - "Gosudarstvennaja Nalogovaja Sluzba". It means "State Taxes Service". It is not a police unit (it is not never belonged to MVD), it's independent Ministry in Russia. It's cocarde from post-1991 period.
