What is this hat badge?

I have one of these and there is one for sale on a New Jersey dealer's site. He describes it as a "Hat badge of State Militia units, circa 1914 - 1917."

I looked and there it was :) . What surprised me is the price they asked for it!

It is interesting badge because during the Finland's civil war in 1918 these kind of badges were over stamped. There was a hurry to get some kind of badges and symbols for different Finnish units.
