Order Of The Double Dragon To Russian.

Hello,

One of my contacts recently sent me these pictures, a Chinese award to an Estonian in Imperial Russia in 1912. Its the Imperial Order of the Double Dragon, third class, third grade. It comes with the document in Russian and Chinese. Does anyone have any ideas about a reasonable price for something like this or even where to look? I could not find any dealers online with anything remotely similar for sale.

Here is the Gramota in Russian that goes with this. Can anyone summarize this in English

And here is the award document in Chinese. Does anyone in the forum have a translation for this?

I know where there is a "Order of Double Dragon Grand Officer Commander" (dealer's words) for sale for $1,450.00. Apparently, no box or Doc, just the Order. Not even sure if it's the same Class and/or Grade!

From the Chinese award document.We can realize this order was an award to an Imperial Russian who was the epidemic prevention officer in Manzhouli,where is in the border between China and Mongolia now.
There were a lot of foreigner served in Qing Dynasty's government.
The document was signed 12/20/1911. The last days of the Qing Dynasty. The revolution has broken out in South China for 2 months.
