This small badge is for tourists?

Strange - nice enamel, but poor details. Word "Moskva" and the flag of (I think) RSFSR would indicate the geografical source and would point to a tourist pin. Yet, it is of much better quality than any Soviet tourist pin I have seen.
Also it's shape is unusual for tourist pins - makes me think of graduate badges.

confirm the excellent enamel end poor details, and its measures are 23x16 mm.
Its rhomboid shape, suggests a school, but I've never seen anything like it and so small...

The flag on the right side of the badge looks like that of the RSFSR.

I have seen tiny badges of similar quality enamel for a variety of things including Christmas/New Year celebrations and - as in this case - just a noteworthy Soviet city. Even the pin clasp is the same as others. I think it is simply older (1950s or earlier) and thus the workmanship. In this case, older = better quality.:thumbsup
