here is a Soviet VOKHR security service Hat. VOKHR in Soviet Union was responsible for guarding industrial installation and government offices, as well as checking IDs at facilities with restricted access.

The "justice officers hat" is for a Ministry of Justice guards - these are the guards in Soviet courtrooms and court holding cells.
