The research key was the emergence of a newspaper article.

It has been (poorly?) translated for me. The newspaper is that of the "Cherkasskhimstroi" trust, called Na Budovi ("For Construction") and is the issue of 27 June 1975:

"For 12 years senior executive worker I. S. Gladun, who you see at top, has been employed in Construction And Assembly Directorate No. 27 of our trust.

In this time, Ivan Sergeevich has boldly and directly participated in the erection of all the highest industrial objectives of the greatest (chemicals??????) in Cherkassk.

For merit in gathering construction and the greatest production, I. S. Gladun has clearly been notable, so as of the 1st of June he was rewarded with the title called "MERITORIOUS BUILDER OF THE UkSSR.

Sincere congratulations to you, Ivan Sergeevich, upon this high labor distinction!"

Did you get the newspaper article with the group? Must have been the recipient who kept the article with his awards. I would expect it would be nearly impossible to search for and find the articles after the fact. As this was a small local newspaper, it's probably not available anywhere now.

According to the "site":

Award lists to Decree of the Presidium of the Supreme Soviet on April 5, 1971 to award the orders and medals of employees of enterprises and organizations of the Ministry of Tractor and Agricultural Machinery of the USSR for the successful fulfillment of the five-year plan. Ukrainian SSR. Kharkiv region. "Order of Honor" (A) - the medal "For Labor" (A - P)

Other decrees were for the Ministry of Automotive Industry and Ministry of Machine and Tool Industry.

Not sure if any of those fit, but hey ho!

I like this tight group a lot. I am surprised to see that a man of his age did not have any WW2 service medals.
