There is his OPWII record from "the site" showing him being born in 1921 in Hashuri GSSR.

I very much doubt the "Badge Of Honour" is military. Providing clear scans of all the documents would help in finding out what the options are on the Ukazes for it.

Plenty of labor decrees on that day. There is enough variety that it's impossible even to take a guess what the medal was for, except that it was probably awarded in connection with the 5 year plan. But so was basically every other medal...

Looking at the question from the other side, I'm not aware of any military decrees on that date. And as already stated, the likeliness of a military award was minimal to begin with.

Even without specifics, it's still very neat to know that the recipient did have a successful post-war career!
