It is conferred to Cuban or foreign citizens for having developed a continuous activity which constitutes an important contribution to people´s ideological struggle and an outstanding achievement for the development of artistic and literary culture and journalism.
Awarded in two grades. Awarded:34 Eddie

Although the above post states that this Order is awarded in two Classes the ribbon site from Lukasz only shows the one class of this Order so it remains to be seen if more information turns up on the one or two classes of this Order.
At the moment I would tend to go with Lukasz in that it has only the one class. Also notice that the ribbon seems to be reversed. I have seen that this is a frequent occurance on Cuban awards. Pic CO Ilja
