Either try another researcher or go back to the original guy with your evidence and ask him to relook.
Another possibility is to order the research for an OPWI of the same number and see what you get. |

If I understand it correctly, you also have a wartime record card, which lists the OPW1, right? Does it have the blue "award issued" stamp? Since the OPW1 isn't mentioned on his 1946 record card, it seems that Shvedov never received it, making this whole thing an administrative error with some inattentive officer issuing him an RB instead of an OPW1.
If you researched this RB via its serial number, which I assume is the case, there's nothing to worry about. A researcher digs through the vast award issue logs (protokoly), which links serial numbers to names (in this case RB #240590 to your guy Shvedov). These lists wouldn't mix up RBs and OPWs. But we don't have an OPW1 serial number, or am I missing something? If you submit the OPW1 for research with the RB's number I'm pretty sure you will get the record card of an entirely different guy. It's nice to know I'm not just paranoid.
This will be an interesting one I think. Just watch the Red Banner really be to a "spook" and everything lead to silence. Hopefully I've pointed everyone to the right parts of the prikaz so they can see the "solid facts" for themselves. I do have a British service record where awards have been crossed out - wrongly. One award was issued, the other incorrectly revoked before receipt another unlisted award was also "held". I got on to then current Minister Of Defence Dr. Liam Fox about it but he was too busy having an inappropriate relationship with Adam Werritty to care about veterans' affairs.
